I need a proper solution for the ADVAPI32.dll error. Help?

Q: This .dll dossier is affecting a lot of my files.. They're failing to open.
How can I fix this? Should I download the .dll file? Where is a good site for that? Once I've downloaded it, where is it intended to be located?
I've seen a lot of solutions requiring or suggesting registry cleaners...
However, every time I try to expose up a registry cleaner (after the completed download) it denies me access and I once again get the error message concerning ADVAPI32.dll or something like "ntd.dll" <--(Can't keep in mind the exact name, but it concerns the 'dynamic library')
There are a lot of files I can't open, like all those registry cleaners, IE(32), Google Chrome, Microsoft Huddle, and I'm sure I'll discover more. :\

Q: Okay, I have Windows Vista 64-bit. Very recently, I started encountering two bigger .dll errors. The biggest error is the ADVAPI32.dll missing error. I get a message telling me the ADVAPI32.dll file is missing. I have checked in System32 and it is still there, at about 1,038kb.
I've seen solutions that count in using a registry cleaner but I can't open the registry cleaners because that file is 'missing'. Many of programs like Internet Explorer 32bit, Microsoft Tete-, MSN Messenger, all of my installed games, registry cleaners, anti-virus programs, and unquestionably more programs will not open because of this.
I also get an error message that says ntdll.dll is missing from the 'dynamic library' when I try to undo other programs.
How can I fix these .dll errors without using a registry cleaner?
Also, I tried doing a system restore from its farthest return point. It simply will not work. I need a solution please!
