fccbBRKA.dll error on start up and internet not working!?

Q: Today my computers internet stopped working, now it wasn't a coupling problem. It was acting like it had a virus. So I ran norton 360 comprehensive scan and it did not ascertain anything, as part of the scan it does a full windows temporary file clear-up. Now every time i restart my computer it comes up with a run.dll error saying it cannot find:
appData\neighbourhood pub\temp\fccbBRKA.dll

And my internet keeps on working, then not working.
Do you guys have any idea what could be wrong?
Thanks,
Brad

A: Its a program you have installed set to run at start-up and you didn't comprise the start-up folder...its nothing critical and its not a virus.
Enter msconfig into the run commands and uncheck all your programs that you have installed so they don't run at start-up.

Tech Insight: Taking The Right Steps In Vulnerability Management

--> A Individual Analysis For Dark Reading

The Black Hat and Defcon conferences have come and gone once again, leaving behind a wake of hungover gage pros and scared systems administrators. With so many zero-day threats and vulnerabilities revealed in late-model weeks, IT and security departments are left with the question: What do we do now?

The key to managing emerging threats is to figure a vulnerability management policy that includes three central components: the ability to stay abreast of vulnerability announcements, the happening of a comprehensive configuration management database (CMDB), and the implementation of an effective patch directorate process.

While these steps may sound simple enough, it takes serious effort to be successful in dealing with vulnerabilities as they rise. That first, seemingly simple step -- keeping track of new security advisories and vulnerability announcements -- often leads to message overload. Unfortunately, too much information
