What is shell32.dll and How to fix shell32.dll error?

Q:

A: When you try to unobstruct My Computer, Control Panel, or the Printers folder, you may receive one of the following error messages:
Explorer caused an disabled page fault in module Shell32.dll.
or
Explorer caused a divide error in module Cartridge32.dll.

These error messages can occur if you are running a version of Plug-In for Windows (Plugin.exe) earlier than construct 2.5. Versions of Plug-In for Windows earlier than version 2.5 are not compatible with Windows.

Result:
To resolve this behavior, download the new shell32.dll file and install it; If the error is still occurs, contact the software's maker to see if they can supply you with an updated version of the program that is compatible with Windows.

Q: Last gloom I uninstalled a program from my computer using control panel/install-uninstall and then I noticed that some of the functions stopped working such as smart launch to desktop background and everything. Then I was like maybe its just an error which will be fixed when I restart the computer. However, when I was shutting down my computer, I noticed that the protection where it usually says shutting down was all black only displaying the text shutting down (I have Windows Vista Final). I was freaked out, so I decided to restart my computer. I did do it and then i noticed that the entire screen is black, everything verse wise shows, but the background is black and I keep getting a message saying shell32.dll isn't found, please reinstall and another one that says Strain scold Scheduler is missing. When I login in to windows, nothing shows except a white screen with the same errors. I tried sound mode, no change. Please tell me what I need to do! Help please. Should I take it to circut city?
I tried contemporary in safemode, but it is still the same thing. Circuit City said that it will cost me around 250 to get it fixed and also have all my files on there...but seeing that I am a short college kid, I can barely afford food. I have alot of important stuff on there and I don't know what to do.

A: Circuitcity may expropriate you, but how long can they get your PC fix is unknown.
Use your system recovery disk came with your PC to fix the problem. Or the file maybe in other drive (D:). While booting up, make the boot from disk drive (F12). Then as the boot disk to fix your system if the chance offer. The last resort is to re-install your system.
