How to fix DLL User32.dll error ?

Q: DLL ERRORS. . . .
Thanx for ur replies. . . I did not ahead to aswers so sooon. . . Buti got them . . . This is my first time and i am happy to get answers. . . . I wanted to be versed that if I repair windows with the cd will it make me loose any data on my system ??
A: It depends. If the bug is in the program job it, contact the author. If the bug is in the dll file, do a Windows Repair (partition or disk, whichever the maker of your computer supplies). It replaces the Windows files (not yours, just those that are part of Windows).

User32.dll error on computer?

Q: I recently tried to style my computer ( it was running slow, etc.)
When I tried to format it ( windows xp home, hp a1020n ) I received an error.
The error said Cannot appear as format because User32.dll is missing. Try reinstalling the program ( have no idea what they are talking about ) and then try to format again.
What could induce this error ?
Is there a way to fix it ?
How can I keep this from happening again? ( example : protect needed files from being deleted? )
