fmod.dll error in true crime new york city for pc?

Q: OK, so i condign installed true crime new york city for the pc. Im getting an fmod.dll error right before i try to install it. I keep worrisome to reinstall but it wont let me. Plz tell me how to fix this or if I need to find a file somewhere.

A: welll I uploaded fmod.dll to megaupload

but i have an error:

when im trying to play, it tell me, ''Hold Ctrl Key @ establish to force showing this dialog'', and dont let me play the game.... so if u separate tell me please

i get an error saying fmod.dll not found, why?
