hal.dll error. I got the file how do I transfer it.?

Q: My desktop won't start for some two together argue with and it says it's missing the hal.dll file. I downloaded the file and put it on a CD. I CANNOT use my windows XP CD because I am away at College (Winter Session) and I didn't die it with me. No one can send it to me. My two questions are is there a way I can use a friend XP CD to repair it without no consequence or is there a way I can put the file on the computer with just a blank DVD-R containing the file. I can't go into proper mode, Windows screen don't come up. The only option I have is F2. I am really lost and would like some conservative guidance.

Q: I extraordinarily don't know much about PC's and so I'm trying to find someone who can help get my hard drive back up and running. I just need the text off that drive . . . I'll pay for someone's time if they can help me.
My problem started with the computer locking up during routine e-mailing. When it rebooted, it stated that there was no HAL.DLL file. I looked up on the net (www.fix-dll-errors.com) and tried to fix it myself. Not surprisingly, I made a bigger tangle . . . and so I've tried to reinstall Windows XP with the CD Rom that came with the Dell - and again the mess became worse. Now my make can't find the hard drive.
Can someone help me with this or show me where to go to find someone who can help? Again, I'll pay for the assistance if it's legit . . .
