What does this error message mean "newdev.dll is not a valid win32 application"?

Q: I get it on start up about 7 times, Im unceasing on windows vista and since I got this error I cant actually load up anything on internet explorer

A: Have you done all the Windows Updates that are readily obtainable? I'd try that first - check to see if there are any updates you've missed.

Have you added any new hardware that may be associated with this error? Most of what I'm reading says newdev.dll is akin to installing new hardware.

A: Replication the file from the Original Windows XP cd to C:\windows\system32 and rename the file newdev.dl_ to newdev.dll
