A: That most of the time happens when Spyware/ADware has invaded your system, or you still have MDM (Machine Debug Manager) running (part of MS Visual Studio debug tools) as part of startup. RUN - MSCONFIG, Startup Tab and look for the Prime mover Debug Manager and if found, uncheck it and see it that solves any problems.
Also do the usual AV and Spyware scans.
There is a delicate possibility that RPCSS.exe is damaged. Worth a try repairing it. Browse to your CAB files (C:\Windows\Options\Inaugurate or \CABS) and locate the WIN_17.CAB file. Open it and find RPCSS.exe and right click on it, choice the EXTRACT option. Place it in the C:\Windows\System folder.
Another slight possibility is that you have developed a homage problem causing the failure. Test your memory with a standalone memory test like MemTest86_v3.2 (takes hours to do a well-founded test).
