windows/systems32/propsys.dll error message on start up?

Q: I have a dell computer game vista and i can not get into my windows applications after restarting my computer. I this propsys.dll error message and can not get past it to get to the internet and fix it? I see several options online to download windows/systems32/propsys.dll, but again I can not get dead and buried this error message. Can someome guide me through this? I
A: Irascible fix, that's the good news. take the vista service cd, put it into your drive and restart the computer. run the cd at system start up and you will be given the vista instalation utility. there is an choice below the install button that says "Fix computer" this will lok through your operating system for problems and automatically fix them. when it's done it will quite do an automatic system restore and oyu will be back to no error messages in no time, it's that easy.

Q: I forgot to instruct everyone that I can not get past this message afer rebooting my computer. So I have no access to opening internet explorer or downloading. Does anyone have any other recommend?
More info to give. This is not my computer! Inlaws! I have tried to system restore, restore to an earlier date, everything except a factory fix which would wipe out all info. Vista offers int their program a repair option, but this vista program was preloaded onto the agonizing drive of this dell computer. they do have a dell/vista disk but it does state that by installing this disk will give the computer back to factory condition losing all programs that have been installed. Is there a way to download from another computer and installed a program to fix this? how do I get the computer to accept this new program from a disk? what steps (I'm a dummy if you have not figured that out yet) should i take, please lay it out to me like I'm 2 years old! I appreciate all the utilitarian advise so far.
