User32.dll error on computer?

Q: I recently tried to organization my computer ( it was running slow, etc.)
When I tried to format it ( windows xp home, hp a1020n ) I received an incorrectly.

The error said Cannot perform format because User32.dll is missing. Try reinstalling the program ( have no notion what they are talking about ) and then try to format again.

What could cause this error ?

Is there a way to fix it ?

How can I keep this from happening again? ( example : protect needed files from being deleted? )

Q: I have a mini notebook (does not have cd rom) I turned my laptop on today and this flagitiousness a wrong message came up:

"Stop; c0000135 (unable to locate component) This attention has failed to start because user32.dll was not found. Re-installing the application may fix this problem."

I have no idea what this means, my laptop wont go nearby the windows logo screen so it doesnt boot properly.

How can i fix this??? It does not have a cd rom for me to try to re-fix in place windows - not even sure that is what it needs anyhow.

A: If you cannot log on and have no way to boot then you may have to take it to a use depot. User32.dll is the software than handles the logon dialog among other things. If that is missing, pollute, or no longer registered then you are really stuck - sorry.

This can happen when the dll becomes infected.

All of the solutions I have found ask for rebooting the system with a CD/DVD.
