fallout 3 xlive.dll error?

Q: i have download fallout 3 from a spate and i keep getting the xlive.dll error it said to reinstall the game and i did but it does not work

if you have anyway of fixing the problem that will be vast thanks

Q: I have the steam story of GTA IV and when i try to launch it "Encounters an error and needs to close" etc etc... i tried to diminish im compatability mode for XP SP2 (im on vista home basic) to no avail... When i try to run it out of my steam folder as contrasted with of steam games menu it gives the error "xlive.dll was not found"

AMD Athlon 64 X2 5000+ BE OC @ 3.0GHz
4gb g-gift Pi ddr2 800 4-4-4-12@ 1.9V
XClio 600Watt PSU

Seagate Barracuda 250GB w/ windows vista hospice basic
